A Message from the Executive Director


Aloha!  As the Hawaii Community Development Authority (HCDA) strives to create Better Communities for Tomorrow, we hope you will find the information provided in this website useful and illuminating.

We are responsible for planning, regulating, and redeveloping the Kaka‘ako and Kalaeloa Community Development Districts.   The members of the Authority and the staff focus on positive economic, cultural and environmental outcomes to enhance the quality of life for Hawaii’s people.  We do this in Kaka‘ako by setting forth a vision that promotes positive economic development, preserves our diverse cultural heritage, incorporates best practices in energy and environmental sustainability, and fosters a live, work, visit, learn and play mixed use community. Today, Kaka‘ako, with its generous 45+ acres of parks, improved roadways and infrastructure, and rich mix of housing options and businesses, is on the cusp of reaching its full potential as a critical part of making Honolulu a great city.

In Kalaeloa, the former Barbers Point Naval Air Station, we have a rare opportunity to make a profound contribution to the future of O‘ahu. Much has changed in the ‘Ewa region since the former base was closed in 1999 and there is still much that needs to happen before Kalaeloa can realize its full potential.  HCDA’s mission for Kalaeloa is to create both economic and social value for the region, to lead a sustained, long-term public/private commitment to establish the District as a Wahi Ho‘okela (Center for Excellence) through planning, partnership, and stewardship.  With the participation of Kalaeloa and Kapolei landowners, businesses, and community groups, the Authority adopted, and the Governor approved, a master plan that will set the course for the future.
