HCDA's first Improvement District project, Improvement District 1 (ID-1), was an ambitious public works endeavor that worked to enhance the aging system of roadway and utility systems in the area generally bounded by Punchbowl, King, Cooke, Queen, South and Auahi Streets and Ala Moana Boulevard. For this $35.2 million project, a myriad of improvements were made to bring Kaka'ako's ailing infrastructure system up to current City and County standards. In addition to making the area safer and more attractive, the improvements would facilitate future development of the area, whereas in the past, Kaka'ako's landowners had often found it difficult and costly to develop their properties because of the inadequate streets and utilities. Three contractors performed the infrastructure improvements simultaneously over the 2-year construction period. The intent was to get the job done as quickly as possible and to minimize the unavoidable disruptions and inconveniences for businesses. ID-1 improvements included: reconstructed and widened streets with new curbs, gutters and pavement; improved, expanded utilities such as drainage, sewer and water systems; and the undergrounding of telephone, electric and cable television lines. Construction was completed in September 1988.
